That's a standard notice that appears on all American military websites
that I've used. For example the US Naval Observatory, the non-secret
sections of Los Alamos labs, even public freeware/shareware sites on
military FTP servers.
The notice is there because monitoring your online activities may
infringe your constitutional rights - in the USA at least. I don't know
which bit of the US constitution was involved, but I vaguely recall a
court case some years ago where a lot of money changed hands. Of course
the ludicrous US legal system demands that all Americans _must_ be told
the Extremely Obvious; such as You Will Be Monitored Whenever You Use A
Military Facility.
