This hoax roared through canada a few months ago. Didn't even bother to
use a believable number for the bill number, but even fooled a national
newspaper!
Do you really think the isp wants to count the emails?
What of the digest forms and the free webmail?
Do you really think microsoft wants to figure a way to charge hotmail users?
Not happening. If anything, a service tax to subsidize the post office
could be put onto your ISP fee in general, but not a per mail charge, no
way.
