I wouldn't rearrange any files.  A lot of the files are compressed and only
are expanded to the HD upon installation.

Are you working with original MS disks?  I have never gotten copies to work.
I think that for copies to work one has to use copy techniques greater than
normal DOS methods.  I think it has to do with the format of the original
install disks.

Usually, when setup asks me for a disk, and that disk is already in the
drive, I just hit "return" a second time and everything is fine.
