Choices are few and far between. Net-Tamer seems to fit the bill
with some or all of the above.
Others who use SOUP or UUCP news readers will let you know if any of
those fit the bill.

Nope. But then one can't really try to compare certain DOS programs
to winapps. Way too different in this case.
