Anything is possible.  You can virtualize the
machine to the degree that *everything* is
emulated.  You would probably not be happy with
the resulting performance.

There is probably a "reasonable" implementation
that provides the standard API services and basic
IO emulation and which would perform well.

How much of the Legacy behavior is preserved is
dependent on how much performance you're willing
to give up.
