AFAIK virtually all ISPs can handle PPP/SLIP connections
as slow as 300-baud (even though they won't tell you about
the fact).  CMIIW.

Guess this is a 80286?  Do you have a hard drive?  Some
DOS internet clients are small enough to run from floppy,
however you might need it for WWW browser.  *No* Windows
required at all.

What you need is just a low-cost ISP, or Freenet (if any
at your area).  As long as it has standard PPP/SLIP account,
and doesn't require propetiary (ISP-specific) software to
login, you will be able to use your SurvPC with it.

On the other hand, if you want to use free ISPs like
Netzero, Tritium, or Juno, you will need more powerful
PC to run their propetiary software.  Because your
organization is non-profit, you should be able to obtain
better hardware for free, or at least almost free.  This
Cheap Computing column might be a good starting point:

   where you can donate old computer hardware. This list
   should also be useful for schools and non-profit
   organizations that are looking for donated computers."

To maximize the usage of your internet account, you could
also *share* it with several 'puters at your org/community
by building a cheapy client-server network.  The most
powerful PC as server (min a 386, Linux or FreeBSD based,
running proxy or just ipmasq), the rest (true SurvPC's)
for clients.  ISP-provided e-mail account could also be
shared, each user has his/her own unique e-mail address.

Perhaps more experienced network gurus here could explain
more? ;-)  I'm just a newbie on this part...
