Slackware.

With only 16meg RAM, you are better off not using
a desktop. Instead, a window manager, like fvwm
or icewm, will give you most of the features you
need without the bloat of a full-blown desktop.

The most convenient way of installing Linux is from a
CDrom. They are available for $2 from several places:
http://linuxcentral.com -or- http://www.cheapbytes.com
Or if you want a printed installation manual with a more
extensive range of software, boxed sets are available at
a much higher price.
You may also find Linux books with CDroms at your public
library. These distributions will probably be a year or
two old, which is OK. Almost any distribution from that
era should install happily in 16meg RAM. And the book
should make the installation much easier.
Don't expect your first installation to be permanent.
You are likely to make some mistakes at the beginning,
and wiping the slate clean after a couple of weeks is
a sensible thing to do. So, don't hesitate to start
with an older distribution if you have one. You will
learn a huge amount from your first installation, and
that will make your second installation go much more
smoothly.
