Casper, I have had this same problem with other
peripherals (floppy disks, etc.) when mixing hardware
from different generations.

As nearly as I can tell, there are timing issues which
occur only during the power up cycle.  If a reset is
performed, the mystery handshake succeeds.

I don't know whether it's that the BIOS is too slow
or too fast, or the peripheral gizmo responds too
quickly or slowly, but it worked, so I didn't complain.
