Quoted from Operating System Concepts 5th edition:
An operating system is a program that acts as an intermediary between a
user of a computer and the computer hardware.
endquote
Another interesting part is:
The primary goal of an operating system is thus to make the computer system
covenient to use. A secondary goal is to use the computer hardware in an
efficient manner.
endquote
So the authors of this book seems to think that how easy the interface is
to use is much more important than how much time the operations choosed to
be executed takes.
And before you ask they state that Windows isn't an OS (well NT has it's
own chapter but that's an exception).
There we have someone elses view instead of just our own.

Hmm... perhaps I should change my signature as well?
I saw that CNN (I think, it was in school a few days ago) had a survey on
the matter. Something like 75% thought it was a correct verdict but not
enough :)
