Yes the second is correct:
Type a ":" then type a "q" by itself. If you try it, you'll see that the
":" will give you a type of command line at the bottom of the
screen. Many commands in vi are "colon-commands", meaning
that you type a ":", then type the rest of the command at the
prompt.
