An unhandled message is just one that doesn't go through. There could be several reasons why a message might be "unhandled" If for example, you should attempt to send a message to a UID whose profile stipulates "authorization required", then the message will be "unhandled" if the intended recipient has not yet authorized you. Another reason why a message might be "unhandled" is that the intended recipient is running one of the latest versions of the Mirabilis ICQ program. It is my understanding that MICQ is incompatible with some of the most recent versions of Mirabilis ICQ. There are also of course several other reasons why an MICQ message might not get through.
