Dear Wayward Son,
As I recall, Windows 3.1 comes with a hercules driver, as one of
the available ones for installation.
If not, then you might find a Herc driver for the card you have
(check http://www.hercules.com/ ), and then configure the
windows color scheme for mono. I've done that recently, though
with a Trident video card. Loaded the drivers, then configured the
color scheme for B&W, to adjust for a mono monitor.
