Pull the cards and examine all solder connections (sorry 'bout that) for
a cold joint. Either a "ring" around the connection or a distinct line
in the case of surface mounts indicates a cold joint. Use new solder
sparingly to reflow (melt) the connection.

The symptoms seem to indicate a "flat" electrolytic capacitor is more
likely. Test instruments are needed. Best here is to suddenly "remember"
that you owe the local television technician lunch and/or dinner. (S)he
will likely be much more competent at this part of a repair than the
computer shop.
