Well, after running a modem diagnostics in which the modem turned on but
gave no response otherwise, I took it off the main computer and put it on
my old 486 laptop.  Used the same cord, etc.  w95 laptop recognized the
modem immediately, type and all, and installed it happily.  Modem behaved
appropriately.
Win98 no longer has it in it's list of things and it must be installed
manually with the updated manufacturers drivers and the win95 cd.
I tested the com ports on the main machine and they tested good.
So, modem tests out, drivers and software are the same as before I changed
the board, just reinstalled, and ports check out.
Only thing left is the UART.  modem uses UART 16550A  and Computer uses
UART 16550APN
This, I believe, is the problem.  I also know there is a patch somewhere
out there for this problem, but I do not know what it's called or how to
find it.
