Well, my city can atleast be counted as a "centrally-located", but there
are no such things here at all.

There's one such place here in my town - run by the city itself to give
unemployed people something to do in the days. I haven't visited (but it's
located 2km from here so I bet I'll visit on some occasion, so now I have
no idea how much old computers/parts they got).

That's unfortunately long from the truth here, we are down to one (or
perhaps two)
*real* computer shops were the sales people actually know what they are
talking about (or atleast think they do <g>). There are also quite a few
places (mostly supermarkets) where one can buy a computer. But the prices
are much higher, and the hardware isn't very fast (if we compare with what
one could get for the same price).
