I am not aware of any general mail problems having popped up
recently in the Internet. Therefore you can safely assume that a
change occurred at one of the following 4 places: (a) the mail
software (MUA) of the senders or (b) the mail software of
their ISP or (c) your ISP or (d) your own MUA software.

While I am not the tech support of your ISP, I can of course help
you with my knowledge of the relevant RFCs, if you send me proper
diagnostic data.

For a good diagnosis, you should be able to access the data that
is downloaded from your ISP to your PC _before_ it is further
processed by your e-mail software.

If your e-mail software permits this (or you can record the
communication of your POP3 download session), send me a snapshot
and I can tell you whether the mails contain any RFC violations.
(Please send only relevant parts - no multi MB files!)

If you suspect any problems with your ISP, get an additional POP
account with one of the many free e-mail providers. Then when
someone sends you a mail that arrives "garbled" at your end, you
can always ask the sender to re-send it to your test account at
the free e-mail provider. By comparing the 2 receivals, you
should be able to quickly find out if your ISP is the culprit or
not. (This assumes, of course, that you use proper e-mail
software [= not from Redmont] on your side.)
