OK, this one I know: Not normal. Most likely culprit is failing
electrolytic capacitors; easy to replace, but you've gotta find which
ones first. Before diagnosing the caps, you should give the monitor's
printed circuit board a careful going-over with a soldering iron and
fresh solder. 40% chance that'll fix it. Here's hoping the other 60%
doesn't come up ;-) .
