Are you using epppd 0.6? It works most of the time, but some ISPs have more
trouble than others - Spray for instance never gave me any problem while
Tele2 have given me some from time to time recently. On the other hand
Spray gave me busy signals twice in the three months I had it - that's very
often (2-3 times total earlier).
Besides Daniel what ISP have you used that *didn't* support PAP/CHAP in
Sweden? I've been "connected" since 95 and used several ISPs and none have
recomended anything but PAP/CHAP for connection.
