You'd need a fast oscilloscope or a signal analyser.  Big money, not worth
it, just watch for a fluctuating voltage.  If you have the thing running, or
supply power and clock to the keyboard directly, and you get a slight
flicker on the meter when you press keys, it's probably working.  However, a
keyboard sends two messages for a key - key down, and key up.  That means
that you'd only see very brief flickers if any.

I thought all boards used the same chip, but I just checked an integrated
Elonex 486 board and that's got a ~1.25cm square chip soldered in, marked
MRBIOS Elonex Keyboard BIOS (C) Intel 1977.  If your board is basically an
AT-type board with bits shuffled around, it'll be a ~4x1.25cm chip located
behind the expansion slots.
