Well, I'll have a think about the Dell boards I've seen (in a variety of
slimline 486 cases), and see if I can remember how the keyboard controller
was integrated with everything else.  It ought to be easy enough to spot
near the keyboard and mouse ports on most boards.

Another thought - does the machine have a keyboard lock?  If it does, make
sure it's unlocked...  A bit obvious, perhaps, but my Dell machines all say
'keyboard $SOMETHING failure' when the lock's engaged.  Also, some Dell
machines have a built in diagnostics program (their early 486s (486SX/25 -
455P or something like that) have one, my Dimension XPS R400 doesn't, your
might have it or it might not) accessed by pressing the reset switch twice
in quick succession - a sort of 'double click' on reset.  You usually get
three beeps and a white screen, and then a blue diagnostics screen.
Pressing Reset then starts a load of tests.
