Do you mean a "free dial-up ISP", or voice over the Internet?

Many/most want to run some sort of banner, but there's usually a way around
it. Unfortunately, this varies by ISP. I got 1 Nation Online working with my
Palm handheld and wireless phone for example. The trick was to login by
appending "xms" at the end of the password. However, you need to find a
combination that works with whatever free-ISP is in your area.
There's a mailing list dedicated to this very topic (see
http://www.egroups.com/group/FreeNET). From what I've seen there, most
free-ISPs come and go pretty quickly except for a few of the bigger,
ad-laden offerings.

Assuming you mean dial-up data and NOT voice, perhaps. It will really depend
on what the limitations are imposed by the free ISPs. Keep in mind, if
they're not getting some value back, they won't remain in business for long.
The amount of advertising they want to shove at you may well consume most of
the 2,400 bps!
It's really going to be when the time spent waiting becomes more valuable
than the cost of a faster connection. If it runs at night unattended, then
it may be just fine.
