Yep:

Make sure the charging circuit is working before doing anything about
the battery. If the battery only has two contacts, this is easy; connect
an auto lamp between the two contacts from the charger (or use a voltmeter if you have
it). Plug the computer in _very_briefly_. The lamp should come on,
though dimly. Do it fast, as the lamp may be too much of a load for some
chargers.

Now- Take that same lamp and connect it between the terminals on the
battery you already have and leave it there overnight whether it lights or not.
Remove the lamp, put the battery in the computer and plug it in for two
hours or so. Take it out and discharge it with the lamp again,
overnight. Charge it again, discharge it again. This might restore your
battery.

If that works, then make it a habit _not_ to plug the computer in until
it dies from low battery. NiCd batteries like to have a full
discharge-charge cycle.
