May I suggest that you contact [EMAIL PROTECTED], or whatever,
outlining the problem, and giving them a deadline (say, seven days) to
respond, and "come clean" PUBLICLY.  It could be that management doesn't
even know that there is a problem.  Recognizing that there is a problem
is the first step in solving it.  The rest may take time, but should follow.

If they fail to respond, a real letter sent "snail-mail" to the President
may get past the would-be wizards who have so far managed to cover up the
problem.  Just to bang the point home, you should enclose a print-out of
your e-mail (in case they manage to "lose" your e-mail).  If, by this
time you have found a suitable lawyer, you might even get him to send it on
his stationery.  A lawyer's letter may be "what it takes" to shake them out
of their apathy.  This should be cheap, maybe even "pro-bono", if you do
most of the work.

As you may have guessed by now, what I am suggesting is that it is better to
build than to destroy.  You may not win many friends at Belgacom, but you
will earn their respect - especially if you are somehow responsible for
making them work, yet they also manage to keep their jobs.

If all fails, you can still hammer home the last nail in their coffin:
gather your evidence, marshal your witnesses, and e-mail a number of
carefully chosen local computer magazines' and newspapers' letters to the
editor.

I'm no lawyer, and am unfamiliar with Belgian libel/slander laws, but
Belgacom's response is likely to be swift, heavy-handed, and spiteful.
Large, bloated, corporations tend to gather a phalanx of lawyers to ward
off troublemakers.  You may be somewhat like Don Quixote tilting at
windmills - but you might also be the one that causes the whole rotten
edifice to collapse!
