Covad is the company that actually supplies connections or whatever
to ISPs. If you look at ads for DSL providers you'll usually see
something like "Powered by Covad" or some such.
They've been in the newspaper a couple of times recently because they
pulled the plug on some resellers, essentially knocking thousands of
people offline. Apparently these resellers/ISPs were falling behind
on their payments to Covad.
Covad unplugged DSLnetworks and Internet Express affecting thousands of
users. Now DSLnetworks is suing because apparently Covad has been
contacting the affected customers and trying to get them to sign up
directly with Covad. A violation of nondisclosure clauses.
DSLnetworks claims that Covad intended to gain customers by doing
what they did.
