I would start by trying to determine if your drive is there at all.  See if
the bios finds it if you have an autodetect bios, for instance.  Try using
fdisk to view partitions.  If the drive isn't showing up, start by
reconnecting all wires, just pull them out of socket and push them firmly
back in, watching to be sure you are correctly placed on the pins.  Examine
the cables for any damage and make sure they are as loosely arranged as
possible inside rather than tied in bundles.
If this does not work, you will have to add another drive and install an
operating system on it, using your old drive as a slave if you wish to try
one last time to make it work, or you may try the old drive in another
system to determine that it's the drive, not your IDE controller that is
faulty.
Spinrite is a good utility to try and repair a drive, but I don't know, if
the drive won't show at all, whether that will work.  I haven't tried it
yet, but I've often heard that if you have a matching model of drive you
can  try swapping the circuit board to access the platters again, another
trick is to put the drive in the freezer and sometimes it will be
accessible again till it warms up, allowing you to retrieve some information.
