I was asked about that recently. This was my answer:

   I remember downloading it from the Cornel website, but can't remember
the URL.  You may also find it on GARBO or SIMTEL.

   Good luck.

   The other one I can remember trying out on Win 3.1 was T.O.B.E. - The
Other Browser (something).  It was up against Netscape (early)3.x and IE
3.x, and was quite functional. I can't remember now why I removed it
from my 386, possibly because it didn't do email. It is still available,
but is a newer version than the one I tested.
