No.  There are ISA-to-PCMCIA cards out there.
Basically, PCMCIA maps pretty directly to ISA.

So, theoretically, an adaptor should work with any
ISA MoBo, requiring only that the driver for the device
run on that hardware and be able to see the PCMCIA
device.

In this context, what do you refer to as "DTR"?
