well, maybe. try downloading MDRxx.zip or whatever
'Modem Doctor' is called. I've seen it initialize
some winmodems from dos, and the archive includes
mdrw.exe which runs under win 3.1

It has a 'terminal' mode that you might be able to
shell out of to run your browser.
