Nope; there are some bits missing, yes, but there are large parts added to
support Win9x on top.  There's FAT32 for one, and part of the DOS I/O code
has become 32-bit.

Well, you can dual-boot OS/2 and DOS, but only if they both live on on the
same FAT16 partition.  OS/2 uses HPFS (High Performance File System, the
basis of NTFS), but can access FAT12 and FAT16 partitions.  I'm not sure if
you can dual-boot OS/2 on HPFS and DOS on FAT easily -- I think that's where
the Boot Manager comes into play.
