in the linux ppp setup, reduce the 56000 to 19200; after it makes the 'connect' it will automatically upgrade back to 56k.
Or- download MDR the modem doctor. it has a terminal mode that will let you try to logon manually. it will also let you look at the firmware. I even saw the problem with a 'best data' external.
