I will give it a try with your simplified Shiva dialer and see if it works better. I already set up Win 3.1 Shiva and IE3.03, but the Internet Connection Wizard got in the way, so I disabled it, but it won't run Explorer on my Win-16 box. Does alright for e-mail though!
