Oberon has been available for download for more than a decade, just not
advertised.  The website access is: http://www.oberon.ethz.ch

FTP access to the archives that I am using are at:
 ftp://ftp.inf.ethz.ch/pub/ETHOberon/Native/Update/Beta

I am using the files dated 08.12.00

Not sure I understand your question.  The binaries execute within the
Oberon OS.  Was that your question?

Oberon V4 is available to compile Windows executables that do not
require Oberon System 3 to execute but that is really just another
compiler, not an OS.
