What are you on about?  The msdos filesystem will handle FAT12, FAT16, and
FAT32.  vfat sits on top of the underlying msdos driver and provides the long
name support, even in Linux.  I've just mounted a FAT12 floppy as both msdos
and vfat, also a FAT16 partition as both msdos and vfat.  I'd suggest that if
there is indeed a problem, you've come to an incorrect conclusion or you're
explaining yourself poorly.
