Sure, just create the new user (Control Panel -> Users and Passwords) and
(optionally) set the password not to expire (from Users and Passwords,
Advanced tab, Advanced button, Users folder, right click on the user and hit
Properties, there's a tickbox "Password never expires").  It'll be an empty
password unless you change it.

As Administrator, Control Panel -> System (or just hit Windows-Break), then
Advanced -> Startup and Recovery... and there are options there.  These modify
the settings in the BOOT.INI file, but using that dialog box is best unless
you know what you're doing.

I'm afraid I have no ideas on the macro/typing front, I haven't used anything
like that for Windows.
