I could imagine, that you have the I4L_DIALMODE_x on the wrong _x.
Be sure and do
# isdnctrl dialmode ippp0 manual
and ping again.
But may be it's a kernel/version issue.
I use 2.0.36 - nether had such a thing.
When I disable auto-dial I get entries in /var/log/messages:
...recvfrom: Network is unreachable
...isdn_net: ippp0: dial rejected: interface not in dialmode #auto', send
ICMP
