Why? Does the 2.2.x-series provide you with feature your really need? Do
you own a multi-processor system? No? Ok, downgrade to 2.0.36.

The 2.2.x-series has an older I4L-Subsystem, which does NOT know the
'manual'-mode of the ipppx-device. But yast/rc.config/SuSEconfig expect
this feature to be present.

So setting 'isdnctrl dialmode manual ippp0' will be ignored by the
kernel. Mode 'auto' is the standard mode. This is why your machine
always connects on reboot, pings, DNS-queries etc pp.

Downgrade to 2.0.36 or get the most recent I4L-source package from
ftp.franken.de and follow the instructions to patch the new version of
I4L into the 2.2.x-kernel. Until you _really_ know what you are doing, i
suggest to use the 2.0.36-kernel.
