Personally, I don't mind one way or the other.  Put it wherever you
like.  It's just that without an /etc/X11, you're in violation of the
FHS...?

Not wrong.  The FHS says no binaries, but says nothing about
executables.  Personally, I would expect to find system administration
tools in /sbin (as the FHS says), and changing, site-specific scripts in
/etc (along with all the other site-specific files).
