The pppoe plugin appears to come from this guy http://www.roaringpenguin.com/pppoe/
Try contacting him, he will probably know who to contact if he can't deal with the patch himself.

My PPPOE was not working with ADSL here in Boston in the United States (a nice BUS error).
Tracked it down to a problem in the PPPOE plugin where it was fetching data in a way
that was sure to cause problems on SPARCs. I just would like to know where to report
the problem and to pass along the fix. It was not clear to me who cares at Suse or even
who the maintainer for PPPD/PPPOE is!
