ENERGIES...  week of November 11, 2001

     WHAT A WEEK! The tail fin rips away from a jetliner which
subsequently crashes into an already mourning New York neighborhood
killing 265. The Taliban head to the hills. Putin charms U.S. while
visiting with Bush. Horrendous floods kill 9 in Texas. OPEC sets the
stage for an oil price collapse by refusing to cut production unless
Russia does too. Oil could drop to $10 a barrel meaning less than a
dollar-a-gallon gas in the U.S.
     What was missing in the mainstream media?  News analysis of the
United Nations talks in Marrakech that will ultimately lead to the
implementation of the Kyoto Protocol.
     The Marrakech Accords, as finalized, become a rule book for emission
reductions as agreed to in Kyoto in 1997. Included are the measurement
of greenhouse gas emissions, the weight carbon sinks will carry in
emissions reductions, the business of emissions trading, and rules for
compliance.
     A separate document agreed upon in Morocco is the Marrakech
Ministerial Declaration which discusses the roles technology,
sustainable development and capacity building will play in relation to
greenhouse gas reduction and mitigating climate change.
     The Kyoto Protocol is expected to be ratified by the mandatory 55
countries next year - the U.S. not included. The Bush administration
fears emission cuts would create a recession, which the country is
likely already in. Hopefully the White House will learn about the
opportunities emission cuts could make and have a change of heart.
     What could have the mainstream media have said? The work completed
in Marrakech is the groundwork that will eventually lead to the
worldwide growth of green energy technologies along with the business,
job and profit making opportunities related to them. Or something like
that.

     PLANNING AHEAD. Already anticipating that carbon trading will become
part of emission cuts, the Chicago Climate Exchange is forging ahead in
designing a market for these trades. Two new members have signed on -
the City of Chicago and Mexico City - to help with the process. Well
known companies and organizations are already members - BP, Calpine,
Cinergy Corp, DuPont, DTE Energy, Ford, International Paper, Mead
Corporation, Swiss Re, and the Nature Conservancy - among others. Visit

     STABLE ENERGY COSTS. Of the many things said about renewable energy,
little is said about the stability of its cost. Once installed - like
solar or wind energy - renewable technologies should supply power for
years at consistent costs. Renewables aren't as likely to be subject to
wars, political whims or uncontrollable economic situations.
     For business planners, especially those working with companies with
high energy consumption, stable, known energy costs would be far easier
to include in long term planning than an unknown factor - the volatile
price of conventional energy.
  Cypress Semiconductor, a Silicon Valley based manufacturer of computer
networking equipment, will install a 335 kilowatt solar system at its
new headquarters building in San Jose, California. The system
manufactured, designed and installed by PowerLight will be the largest
in the Valley and will be used to offset the high cost of peak power

     WORLD WIND WATCH. The Central Eolica Alto Baguales wind project in
Coyhaique, Chile is now operating. The small 2 megawatt facility that
will replace diesel generators in a rural part of the country was built
by Edelaysen, an affiliate company of PSEG. The three turbines will
supply over 16 percent of the power needs in the area.
     PSEG is no stranger to wind power. The company (through its
predecessor PSE&G) experimented with 20 99-foot tall vertical wind
generators in 1932. The concept failed. (Why the company didn't build
just one to experiment with instead of 20 is unknown.) Visit PSEG at

     The Bonneville Power Administration (BPA) will buy all of the power
from the 49.8 megawatt Condon Wind Energy project now under construction
in Condon, Gilliam County, Oregon. Being built by SeaWest WindPower, the
facility, when complete next year, will have 83 600-kilowatt Mitsubishi
turbines. It is also the largest to date in the state. The facility is
being built on private farmland and owners will receive additional and
regular income from the project.
     This purchase is the result of an initiative by the U.S. Department
of Energy begun last spring and could lead to the purchase of 830
megawatts of wind energy by the BPA. Visit SeaWest at

     Another project built by SeaWest is now delivering power to the
grid. Rock River I in Wyoming with 50 megawatts capacity is owned by
