I have visited Portland OR, Houston TX, L.A. CA, and Denver CO.  It's been a 
while since I have been to Washington D.C., TTBOMK of all of them, Houston has 
the highest industrial base, with the port, refinery and other chemical plants 
in and around the area. 

IMO, Houston is actually a better place than any of the others despite the 
petroleum & chemical plants.

I don't know much about the other places on the list, but, could it be that the 
heavy industry ( that is very energy intensive ), is skewing the data?

I also wonder if the fact that Houston is the youngest city, has something to 
do with it's ranking?  Virtually all the other cities on the list are decades ( 
in a few cases even centuries ) older.

Is there a correlation between the cities inhabitants and their ability to own 
/ operate a vehicle and it's standing in the chart?

What about it's energy consumption -vs.- the average per family income level, 
and the cost of living, this would definitely skew things in favor of large 
cities with large numbers of poor, after all they would not have a choice if 
they should walk, take the bike, ride the bus, or take the car.

I'm not trying to say that I'm in favor of large cities, not at all, in fact I 
don't even care for small cities.

I would be very interested in seeing the opposite end of the spectrum looks 
like, because I may have a summer job in a remote town in Alaska.  The place is 
so remote, that nothing comes in by road, everything comes in by sea and by 
air, no road, hwy, or even RR into the place.  Where a galleon of milk cost 
more than $8.00 a gal., I don't yet know what the cost of fuel is.
