Furthermore the concentration of water vapor in the atmosphere is dependent on temperature. Water is a dependent variable when it comes to radiative forcing. Water vapor produces a positive feedback to radiative forcing. The relative balance between water and water vapor is one of the many confounding variables when attempting to produce long term forecasts of climates. An inkling of where your author was going can be seen in other links on his page. He demonstrates a rather limited understanding of physics, geology, thermodynamics, etc.

Water in the air is a greenhouse gas which swamps the others. It is about a 
hundred times more prevalent than CO2 in clear air, and millions of times more
