Apologies for the addendum.. Further investigation shows that 16cfr309 SubpartB (Requirements for alternative fuels) ONLY applies to gaseous fuels or batteries.
I have been searching the archives for some time now, and can find no mention of any other liquid fuel regulation other than alcohol (specifically regulated).
