I would add that it's also that time that we "let the games begin". Government taxation on fuel has an Achilles heal - the number of home-brew energy schemes. They would spend more money keeping up with changes and developments then could be collected in tax revenue and (IMO) chase their tails to the point that they make fools of themselves.
 
The bureaucracy of government has never been able to keep up with the innovative individual. They can (at best) legitimize their actions by criminalizing the rebel.

Not much. They're testing for the red dye found in off-road diesel. Common practice. They won't be sending any other info, requests or edicts to the driver who was stopped.
