Generally, not necessarily. Only to the limit(s) of the OS's Graphics layer, the graphics hardware vendor's driver(s), the monitor driver(s), and, of course, the hardware itself. I would never assume that they would be rendered "exactly the same", as there are too many "degrees of freedom". The graphics artists/designers can tell you what they use to ensure color accuracy (best hardware/software/etc.).
