it depends on what your database is? Oracle Spatial? IBM DB2? ESRI 
Geodatabase? Map-Info GIS files? PostgreSQL? 
 
http://www.carto.net/papers/svg/postgis_geturl/ describes how to 
write PHP scripts and JS scripts to implement a simple GIS data 
viewer on top of PostgreSQL. PostgreSQL has the AsSVG() function 
that can output SVG path geometry strings. It is free to use but you 
need some time to configure it and write your PHP scripts. 
 
As to commercial products: Intergraph supports SVG output in their 
Geomedia server. FME is a format converter that can output SVG from 
virtually any GIS format. It can also be included in a serverside 
workflow. MapviewSVG might have some limited database support. You 
can ask the developers.
