Ghostscript can output a number of  RTL formats (3bit, 8bit, etc), a 
very close sibling of HPGL. Problems that you'll encounter include 
transparency, for which there is no postscript equivelant for. You can 
write postscript code that can render a halftone type overlay to 
simulate transparency, but the only way to get this into hpgl is as a 
raster. Lots of programming needed.
