The SVG implementations from

- Bitflash
- CSIRO
- Ikivo
- Intesis
- Openwave
- Opera
- KDDI
- Nokia Research
- Sun
- TinyLine

support SMIL animation. There may be others (does WebKit support it?).
LXViewer had partial support when last tested  not sure of current
status.
