Could you provide examples for the cases above please?

If your svg is embedded in <object> for example, right-click and zoom in.  
Then click-drag in the svg to move around. If it's standalone then  
scrollbars will become visible when needed, and you may do your panning  
with those.

I'm not aware of any.
