ad 1: they are defined at http://www.w3.org/TR/SVG11/paths.html#InterfaceSVGPathElement ad 2: it says "..., as a distance in the current user coordinate system." It doesn't specifically discuss transformations. Maybe you can raise an issue in the WG list for clarification.
