I would say yes, based on what I've seen, read and thought about. Not only
is it legal, but in some cases, I can imagine that it would be recommended.
What sort of situations do you envision using it for?
Here's some of what I've managed to discover on subjects relating
accessibility and SVG:
Three W3C documents on the subject:
* Accessibilty Features of SVG <http://www.w3.org/TR/SVG-access/>
(2000); (http://www.w3.org/TR/SVG-access/)
* SVG Content Accessibility Guidelines
<http://www.w3.org/TR/SVG/access.html#SVGAccessibilityGuidelines> (2010)
(http://www.w3.org/TR/SVG/access.html#SVGAccessibilityGuidelines )
* Title and desc elements
<http://www.w3.org/TR/SVGTiny12/struct.html#TitleAndDescriptionElements>
(2008)(
http://www.w3.org/TR/SVGTiny12/struct.html#TitleAndDescriptionElements )
Extensive discussion in the SVG Interest Group:
. http://www.w3.org/Graphics/SVG/IG/wiki/Accessibility_Activity
Some other links to discussions

I'd be interested to see if alternative viewpoints exist.
